Title 8 of the California Code of Regulations (T8CCR) section 3203, requires your Safety Team to be trained, responsible and effective.   To be effective your IIPP must:

Correct identified hazards in an appropriate and timely manner

Provide effective training

Include ongoing documentation

OSHA & Cal-OSHA has three corporate designations:

  • Golden Gate (< 250 employees/ site; one-year only)
    • With an implemented, systemic IIPP in place, the bulk of Golden Gate Elements are in natural compliance.  BERT works to naturally fill in the blanks.
    • Golden Gate recognition is site-specific. Your company may be eligible to receive a letter of commendation from Cal/OSHA Consultation Services if your company requests and receives a Cal/OSHA Consultation on-site visit at one of its worksites, and subsequently meets the qualifications for Golden Gate recognition. Companies qualified for Golden Gate recognition do not receive any kind of exemption, except the traditional exemptions associated with actively working with Cal/OSHA Consultation Services
  • SHARP ( 250-500 employees/site)
    • The 58-elements of SHARP recognician center around a fully-implemented, integrated IIPP.
    • California’s SHARP is designed to meet the Federal OSHA requirements for a Safety and Health Achievement Recognition Program (SHARP). Cal/SHARP, is site specific and is offered to all high-hazard employers with either fixed- or mobile-worksites. Applicants that meet the requirements of Cal/SHARP receive recognition and may receive an exemption from programmed inspections by Cal/OSHA Enforcement. Cal/SHARP employer worksites are recognized as worksites expected to have a significantly lower risk for serious accidents than other employer’s worksites within the same industry. In turn, this allows Cal/OSHA to focus its programmed inspection efforts on other worksites.
  • VPP is the highest standard.
    • The California Voluntary Protection Program (Cal/VPP) is designed to recognize employers and their employees who have implemented safety and health programs that effectively prevent and control occupational hazards. These programs go beyond minimal Cal/OSHA standards and provide the best feasible protection at the site.

According to speaker at VPPPAix, “..even working towards VPP and all if its benefits, will likely reduce recordable incidents by documenting “Near Miss” recordings. ”
